We should have multiple cluster stack releases locally for testing that enable us to test upgrades of cluster addons properly. We should cover the cases where we remove objects from the cluster addons (that should get deleted) and changes in objects (so that upgrades can be tested).
We should also have cluster stacks that don't change anything in cluster addons.
