Set-NanoLeaf should not set -Hue, -Saturation, -Brightness as a solid color

Currently, if Set-NanoLeaf is passed -Hue, -Saturation, and -Brightness, it will be accomplished as a solid color effect.

This is incorrect, and prevents -HueIncrement from working as expected.
