obs-powershell should generate commands based off of PixelShader annotations

PixelShader files can contain annotations that describe parameters and their metadata.

This should be reliably extractable, and it should be simple to create a function for any given shader.

This implies that the module will use @exceldo 's excellent shaderfilter as a submodule.
