bug: safe mode icon hidden when level is "silent"

What happened?

When the safe mode level is set to silent, in an opened connection, the safe mode icon does not appear next to the database name in the toolbar

Steps to reproduce

1. Edit the connection for a database and set the safe mode to something else than "Silent"
2. Open the connection to the database
3. Safe mode icon visible in the top toolbar
4. Change safe mode level to "Silent"
5. Safe mode icon is no longer visible

Expected behavior

The safe mode icon is visible
