Migration from Teradata Developer Exchange to Github

Since Teradata Developer Exchange is no more, the documentation for the Python module should live here on Github.

Seconded.

• The link to the documentation, which is part of the readme.md does not point to the documentation.
• The documentation is not available on PyPi.
• Simple google search yields link to the download page, which - if I remember - hosted the documentation, but the link is dead

In effect, the documentation vanished from the internet. Fortunately, it can be access using the Wayback Machine - other than than, I failed to find it anywhere.

That is not fine.
