Badge TCR/Vote ranking: Smart Contract

Badges could be voted on for relevancy. Allows getting rid of spam badges and bumping most relevant badges.

• Create a new smart contract BadgeRanking that takes the badge registry as a constructor arg
• Keep a record of upvotes per badge
• Prevent duplicate voting by the same address on the same badge
