Prevent duplicate attestations

@oscarwroche keeping a list of all attestations on a smart contract might be necessary to prevent duplicate attestations.
Another approach could be to hide duplicate attestations in our backend.
What do you think is the best approach?

explain what you have in mind for the merkle tree

So we discussed this and unfortunatly merkle trees are good optomization when proving that an element belongs to a list but not to prove that it DOESNT belong to a list

So right now it's just gonna be a hash table with keccak as key
