Summary
Why
The starter prompts added visual noise for developers who generally want to begin typing immediately. The draft-specific panel override also made the empty state behave differently from established wide thread layouts, even though keeping repository context visible is useful before the first prompt.
Impact
New project drafts keep the branded empty state and recent threads list without generic prompt suggestions. On wide screens, Source Control is visible immediately; compact layouts retain the existing non-overlay default.
