Improve memory usage

The goal is to improve the memory usage of the lib in some cases:

• Implement a method broadcast(), which caches the frames for each specific draft (see Memory usage when sending the exact same message to multiple clients #537)
• Reuse the ping frame which is used for the lost connection detection
