✨ Added ability to ban members from commenting

What does this PR do?

Adds a can_comment boolean field to the Member model that allows admins to ban specific members from commenting. When set to false, the member cannot create new comments or replies.

Why is this needed?

This gives site owners the ability to moderate their community by preventing specific members from commenting, without having to delete their account entirely.
