Overview
Updates backend/packages.json to use the released VirtoCommerce.OrderManagement_3.1001.0.zip artifact instead of the prior PR-specific blob (..._3.1001.0-pr-7-8890.zip).

Also includes minor JSON formatting cleanup and removes the trailing newline at EOF.
