feat(Grading Tool): Grade by component

Description

Right now, we have a grade-by-step view, which shows the students' work for all the components in the step at once. It is difficult to show summary reports for the components in this view.

Instead, change this to grade-by-component view, which allows teachers to view one component at a time, and switch between the components using a select drop-down.
