Now that all apps are running React 18 in prod, we can switch over any last remaining FEWS apps to hard-code the React 18 JS assets.
This is a clean-up step in our React 18 rollout plan which will be followed by a simple major version bump to remove React 17 support.
We request that repo owners perform the QA instructions and review/merge these PRs as soon as CI passes. Thank you!
