The `repositories` input doesn't play nicly with `${{ github.repository }}`

When passing in a list of repos to scope the app's access to, github.repository can't be used (supprisingly).
Also building specific repos using ${{github.repository_owner}}/repo doesn't work.

This would be usefull when working across forks and / or reusing workflow snippets.

• generally add github.repositor_name upstream into the github-context

to add a concrete usecase:

I have a organisation where multiple repos share a submodule. beeing able to do this would be helpfull:

repositories: ${{ github.repository }},generic-submodule,...

It would be great if the snippet just work in all repos and not require modification for every repo. While its one-off work its still a extra step which breaks the first workflow run.

Additionally, workflows currently won't work in forks and require manual modification to be able to run in the fork.

Would ${{ github.event.repository.name }} work for your use case? That should provide the repo name without the owner. The caveat is that it comes from the event payload, not a top-level context/default environment variable, so it may not be as reliable for reusable workflows or every event shape.
