Cuts read-receipt noise. The "comment engagement → already-final-state" branch was producing "acknowledged — noted" / "standing by for CI green" comments that announced the routine had read the thread without adding signal. Engagement on a final-state issue now requires the new info to actually change the disposition; in that case the routine re-runs experts rather than posting a bare ack. The Comment-engagement branch for already-final-state issues (PR drafted, deferred with linkage, flagged for human) was posting brief acknowledgments ("acknowledged — noted", "standing by for CI green") that announced the routine had read the thread without adding signal. The routine now stays silent on those threads by default; engagement requires the new info to actually change the disposition, in which case it re-runs experts (rule 3 path) rather than posting a bare ack.
Same fix applied across all four AdCP repos with active triage routines.
