5.0 was intentionally shipped incomplete while the upstream compliance tarball + cosign work landed. With minimal adoption of 5.0, finish the 5.x surface as 5.1 rather than cutting 6.0. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
