Switching to an html file in working set causes the page to be reloaded in Chrome.

1. Download two css files from //gist.github.com/2315799.git gist-2315799 and put them into a sub folder of your project folder. You don't need to open any of them or use them in the following steps. We just need them in the project to get this issue reproduced.
2. Open an html page and click Go Live to open it in Chrome.
3. Open css1.css so that the css file is also in the working set. If the css file is already in the working set, then click on it to bring it into the main editor.
4. Now click on the html filename in the working set.

Result: Chrome window is closed and then reopen with the same page.

Found out that it has to do with a css file that has @import url("xxx.css"). Updated steps to download them and put them into a sub folder of your project folder.

Haven't tried it out on mac with these files yet. Maybe it is also on Mac with these files.

I reproed on Mac and updated the steps to clarify them. Changing to low priority--for me, this only happens the very first time after opening the CSS file; afterwards I can click back and forth with no problems. Still, marking it sprint 6 for now since it's related to new functionality.

@gruehle -- it's hitting that agents.network.wasURLRequested() case in LiveDevelopment._onDocumentChange(). I don't remember the rationale for this case (you explained it to me once but I forgot :))...punting this back to you for now, but we can discuss it tomorrow and I can take it back if we can figure out what to do.
