Icons for modifier keys are not shown in the same order as in other mac applications.

Expand Edit menu and look at all keyboard shortcuts. We're showing icons for modifier keys in this order -- Cmd, Opt, Shift.
But if you look at Safari Edit menu, then you will see that it always put the Cmd icon next to the alphabet key so all Cmd icons are vertically aligned. Shift icon is placed before Cmd icon and Option icon is always at the leftmost position. If we have Control key in the shortcut, then its icon ^ has to be before the icon of both Shift key and Option key.
