Emergency revert of #5421 (MWPW-187769: bulk publisher guardrails) targeting stage.
This revert is required due to a CSO (MWPW-189153) — multiple BACOM users are
unable to publish CaaS content when Language First Localization is enabled. The
guardrail introduced in #5421 is blocking all valid BACOM lang-first publishes.
