feat(schema): Stabilize boolean session config options - #1604

Removes the unstable_boolean_config feature gate and moves the Boolean Config Option Type RFD to Completed. Boolean config options and the v1 session.configOptions.boolean client capability are now part of the stable protocol artifacts for both v1 and v2.
