I saw #116

I also saw there are some awesome GitHub Actions, sadly with binaries not longer available as the runs were a few months ago.

Questions:

1. Sanity check, are there no intentions to release binaries as per Where can I download the jbig2enc-0.30-win32.zip #116 ?
2. Does it make sense to mention the GHA in the readme? I could do a quick PR, if that's appropriate.

I ended up forking and then manually kicking off a run, which generated binaries that works great for my use case (ocrmypdf dependency).

This repo never produced binary realeases (some forks does).
You can made PR for releasing binary version by GA - we can discuss result there
