Submsision of .GZ file generates a 404 #807
Description
When creating thru the UI a new ontology (not a new submisison) with a file uplaod and this file is .gz extension. We get a 404 at the UI level.
A ontology object does seems to be created as we get a notifcation, but no submission.
Testes with AGRITRUST on Stage
