support keep-alive for http 1.0

by default for http 1.0. parse connection headers
for 1.0 and obey

HTTP protocols less than 1.0 (read 0.9) don't support keep alives at all, only 1.0 does.

Sure, 0.9 is very rare now but disabling keepalive for protocol versions <
1.0 is very trivial. Why don't support that?
