Increase GitHub Actions Console Logs to show the last 10k characters

1. Increase the GitHub Actions failure log excerpt size from 500 chars to 10,000 chars for both stdout and stderr.
   • This makes failed playbook tests easier to debug directly from the workflow logs, without always needing to download the full test artifacts.
2. Updated the failure metadata log excerpt limit from 8,000 chars to 10,000 chars for consistency.
