Add AC-4 decoder capability assessment during track selection

Beginning with Android 16, some devices will expose AC-4 profile/level information. This update adds AC-4 decoder capability assessment during track selection.

Would it be possible to open a new PR from an individual-owned fork? We can't push changes to organization-owned forks like this one unless we have collaborator access. If that's not possible then we can still merge this PR but it will result in an 'evil' merge. Please handle this PR as evil merge.

I had PR#1235, PR#1265, PR#1389, PR#1898, PR#1785, PR#1792, PR#1888, PR#1943, PR#2323, PR#2526 in recent two years. All of them are taken as evil merge. Dolby administrator rejected my request to grant permission to Google reviewers. At the same time, I need to follow company policy to create a PR from organization-owned fork.
