Bug: --flat has no effect on ng generate module

Repro steps.

ng g m foo
ng g m foo --flat
ng g m foo --flat true
ng g m foo --flat false

These all identically output

create src/app/foo/foo.module.ts

I would expect that --flat false would be the default (e.g. ng g m foo) and that to make it flat we would need ng g m foo --flat
