Add lint check to prevent having TODO in public JsDoc comments

@devversion Is this the correct approach for this type of problem?

would adding a check for an @todo tag be sufficient or just using regex?
I am not sure if // qualifies as a JSDoc, i was just going to copy how you remove @docs-private
Is it ok to search for TODO and just return false in kind of like you do in this code.

Documentation on Dengi seems to be limited.
is doc.returns actually the content in the JSDoc/*** TODO here ***/if it were a doc would return TODO here?

also are // comments picked up by the dgnei or only /*** comments ***/

This isn't really something that fits into dgeni, which isn't currently run on CI.
