The build documentation CI checks are failing because the pandas URL in the THIRD_PARTY_INDEXES dictionary is outdated. I updated it to the latest/working version of the docs.
Edit: I know there was a proper fix released to handle these cases without failing the pipeline but probably still worth updating the doc link.
