This PR upgrades important dependencies of the CI environment.

One finilise test somehow stuck for 4 hours in post prepare breeze. I think good to go. Strange thing it never produced log while I expect at least GH prints

This should apply the commit to the v3-3-test branch and leave the commit in conflict state marking
the files that need manual conflict resolution.

cherry_picker --continue
