[AMBARI-22925] mpack admin

What changes were proposed in this pull request?

Initial version of mpack admin screen (really service group admin). This lists installed mpacks and their details. It is the entry point for performing upgrades as well. This also includes implementations of DashRow and Timeline controls, which are used on this screen.

How was this patch tested?

Created new unit tests. All tests passing:
20433 passing (27s)
