Reorganize simple Python HTTP GET examples

This reorganizes the Python examples to make space for additional, functionally equivalent Python client and server examples based on other Python libraries such as:

• FastAPI with Uvicorn (see Example for Python HTTP Post Arrow client and server #27)
• Requests (also in Example for Python HTTP Post Arrow client and server #27)
• Flask (see https://github.com/paleolimbot/2023-11-21_arrow-over-http-scratchpad/blob/main/app.py)
