[C++][Gandiva] Compiled LLVM bitcode file path may result in libraries being non-relocatable

We rely on relocatable binaries in our Python wheel and conda packages. We should investigate a solution that permits a relative path to the bitcode file

The installation prefix is hard-coded into the binary

As one rough edge around this I ran into today: if you compile the Gandiva unit tests but do not install the libraries, they will fail to find the bitcode file.
