[Rust] parquet_derive crate cannot be published to crates.io

The new parquet_derive crate is missing some fields in the Cargo manifest so cannot be published.

I added them as part of another commit, but the pre-release tests were failing. I couldn't figure out what the problem was, so I reverted the changes.

I think it's fine that we don't have the crate published as part of this release. Users can still use it from git for now.
