[Docs][HTTP] Recommend method(s) for resuming interrupted uploads?

Describe the enhancement requested

For resuming interrupted downloads (GET requests), the ITEF standard approach is to use Range requests. (See #40597.)

But for uploads (POST or PUT requests), the situation is messier. There are various nonstandard approaches used and an ITEF RFC draft proposing to adopt a standard approach. Consider what if any approach to recommend in the Arrow-over-HTTP conventions document.
