Describe the bug, including details regarding any error messages, version, and platform.

The AMD64 Conda Python 3.11 Sphinx & Numpydoc and AMD64 Conda Python 3.12 Sphinx Documentation jobs are currently failing on main.

With:

+ doxygen
/arrow/cpp/apidoc /
/arrow/cpp/src/arrow/util/bit_util.h:249: error: Unsupported xml/html tag <typename> found (warning treated as error, aborting now)

Error: `docker compose --file=/home/runner/work/arrow/arrow/compose.yaml run --rm conda-python-docs` exited with a non-zero exit code 1, see the process log above.

It started failing when this PR got merged:

Thanks this one is weird, it's showing up on a function that we did not change (unless the line number is wrong) and pointing to valid C++...

yes, I agree, I have no idea what is happening, I am testing things locally but I don't understand why is it failing yet.
