Description

This PR add vmware7.0 update 2 (7.0.2.0) and update 3 (7.0.3.0) support in ACS 4.16

This fixes #5728

Doc PR: apache/cloudstack-documentation#261

guys, do not merge it until smoke tests for vmware 7u2 is added on trillian and all smoke tests pass.
