Add more ExecutionPlan to support sort pushdown #19394

Is your feature request related to a problem or challenge?
We implemented sort pushdown #19059 , #19064 , but we need to add more ExecutionPlan to support it, from internal testing, some ExecutionPlan will return unsupported, but we need to support them for sort pushdown.
