I got the config wrong in the previous attempt apache#9806. This PR fixes it following [this example](https://github.blog/changelog/2021-05-21-dependabot-version-updates-can-now-ignore-major-minor-patch-releases/)

Major version updates like #9799 and #9798 are usually breaking and can't be auto merged with dependabot.
This PR proposes to ignore major version update to have fewer noise.
