bumped OpenJ9 base image to use release "jdk8u181-b13" but failed to note that in the 1.13 CHANGELOG.txt file
i.e.,:

ironically, the PR https://github.com/apache/incubator-openwhisk-runtime-java/pull/69/files which also tried to bump the version (and was never merged) did attempt to update the changelog.
