Since
reference-configuration-{broker,client,standalone,websocket,pulsar-proxy}are auto generated and no longer exists inapache/pulsar, they are removed in this PR.The rest of the changes in this PR is related to apache/pulsar#17699. Please make sure that this PR be merged after apache/pulsar#17699 is merged.
