This is the request metadata implementation. Basic logic: 1. get all topics by call pulsar.getListOfPersistentTopics to get TopicName, or get requested topics by getPartitionedTopicMetadata, and compose the pulsar TopicName; 2. call pulsar.lookupTopic to get service broker for each TopicName. Will add issue #10 to do ut for this.

Motivation
To allow for Service discovery module to redirect between https and http, it needs to have
access to all broker addresses.
Modifications
When broker register itself, it will provide the URLs in the load-balancer registration node.
