Add 'open PR when starting task' instruction to CONTRIBUTING.md

In order to review work in progress, we have proposed that developers open a PR as soon as they start developing. The PR is then marked as 'work-in-progress' via the 'WIP' tag.

Add a description of the above workflow and reasoning to CONTRIBUTING.md
