Add an option to install.sh to scaffold a configuration file

##### Issue Overview

Add an option to `install.sh` to scaffold a configuration file. For example adding `-c` option in the call would create a standard `smart-testing.yaml` with next default options:

```
mode: ordering 
strategies: new, changed, affected
autocorrect: true
```
