Reintroduce SIGUSR2 signal transmission when HMR is enabled, which was broken by a previous change. Add an `hmr` option to distinguish between signal-based updates and full process restarts. Ensure the `rs` keyboard shortcut always triggers a complete restart. Closes atassis#56
