A limited Restoration can be filed with a different Registered and Records office information.

Describe the bug in the current situation
For the Limited Restoration, the users won't be able to edit the Registered and Record information from the UI, Where as the API users can complete a Limited Restoration with a different address on file from the BE.

Steps to Reproduce
Steps to reproduce the behavior:

1. Go to 'https://test.bcregistry.gov.bc.ca/en-CA'
2. Login as Staff
3. Start a Limited Restoration
4. Notice that Registered and Records Office information is not editable.
5. Now, from the back end, change the Registered and Records Office information that the filing goes through.
6. Notice the difference in behaviour for the business BC1200443
