Describe the bug in the current situation
When a staff member starts a restoration, they are redirected to the Create UI, where the email and phone show empty even when the business has them on file.

Steps to reproduce the behavior:

  1. Go to 'https://test.bcregistry.gov.bc.ca/en-CA'
  2. Login as Staff
  3. Search for BC1200476
  4. Start a Restoration Filing
  5. Notice that Email and Phone number doesnt show up on thhe tombstone
