In Phil's case we had a 01 and 02 that must have existed at some point in time because they synched, however because we never got a P or C for them they didn't get cleaned up, they still existed in ref_client and still existed in client_agreement, and also appeared as duplicated RANS on the home page until they were cleaned up manually.
