Not upgrading. The licence changed in these majors — FluentAssertions 8 to the Xceed Community License, MediatR 13+ to a commercial licence — and this project has no need to accept either.

The versions in use are unaffected: FluentAssertions 6.12.2 and MediatR 12.5.0 are both Apache 2.0, with no conditions. dotnet list package --vulnerable reports zero vulnerable packages across all five projects, so nothing is pushing an upgrade either.

Closing rather than leaving open: a PR that has been decided against is noise that makes the rest of the queue harder to read.
