feat(cli): add link command

What/Why?

Adds link command.

• Accepts --project-uuid to set a projectUuid value in .bigcommerce/project.json.
• If no --project-uuid is provided, fetches projects and prompts selection.
• Successfully linking also adds "framework": "catalyst" to project.json.

Unit tests and locally.
