Javadoc publication

When Javadocs are officially published, update the dokka configuration with the final URL of the javadocs for each module so that links can be maintained.

i have now updated the documentation serving to serve from

http://kotlin.binary-array-ld.net

this should give a stable root for the documentation

i have also put up a PR to update the readme #46

@marqh That will be fine as a root, but we will also need separate locations for each module because the javadoc artifacts are generated separately. So something like /javadoc/binary-array-cli, /javadoc/binary-array-lib would be suitable.
